A man who was the self-proclaimed national director of a neo-Nazi group that canceled plans to move its headquarters to the area last year is now manager of a plant where 80 percent of the employees, including his immediate supervisor, are black. Officials of the Gasket Engineering Co. learned about Charles J. Juba's background last year but decided to keep him on the payroll because his supervisor considered him an exemplary employee. Ten months ago, Juba announced that a faction of the Aryan Nations, a virulently racist and anti-Semitic group of which he said he was the leader, was moving its headquarters from Pennsylvania to Kansas City, Kan. Juba, 34, had moved there from Leola, Pa., about a year ago, shortly after filing for Chapter 7 bankruptcy. The outcry that developed locally after publicity about the planned move led Juba to quit the group, which calls Jews "the children of Satan" and blacks "beasts of the field." His successor then announced the Aryan Nations would move instead to Sebring, Fla.
